Seorang pejabat pemerintah menyatakan:
The government has embarked on a computerization program for fast-track
development and implementation of information systems for government frontline
services such as civil, vehicle, land registration, licensing, health and other social
services. Electronic governance is a goal intended to be achieved by the creation of
RPWEB by virtue of Administrative Order. No. 332, requiring the interconnection of
all government offices and units, continues to be implemented. The Bureau of
Internal Revenue is almost fully computerized, while other agencies such as the
Bureau of Customs are gearing up as well for computerization. Computerization of
these agencies is expected not only to increase efficiency in service, but more
importantly, to enhance revenues and reduce graft and corruption.

Having efficient government systems in the Philippines has seemingly become an
impossible dream. Slow processing of papers, red tape and disorganized process are
just a few of the so many realities that turn off foreign and local investors. Will the
new e-commerce system called B2G heal these maladies in the government?
Seorang akademisi dengan netral menyatakan:
At present, there are already existing government systems that service some of the
needs of the business community. Most of them have already created presence on the
Internet they already have Web sites. Although the services are still limited, there are
already provisions of additional services in the future.
E-government di Philippines masih dalam tahap mencari format, tidak berbeda
kondisinya dengan Indonesia dan Thailand. Meski sudah banyak upaya yang dilakukan
untuk mengembangkan aplikasi Internet termasuk e-commerce dan e-government namun
Pemerintah di kedua negara ini belum membuat kebijakan nasional yang dijadikan acuan
bagi pengembangan e-government.
Korea
Upaya komputerisasi instansi pemerintah sudah cukup lama dikerjakan oleh Korea,
namun baru pada tahun 1998 Ministry of Government Administration and Home Affairs
(MOGAHA) menetapkan visi dan strategi e-government. Sebagaimana dinyatakan oleh
pemerintah sebagai berikut:
We aim to make a knowledge-based government which delivers high quality service
and does best work through IT based office innovation. Thus government will : (1)
Deliver one-stop service to every citizen any time, anywhere; (2) Do better work than
the private sector; and (3) Be transparent and customer-friendly.
Visi ini selanjutnya diikuti dengan strategi pengembangan yang meliputi tiga tahap:
The first stage (1998-1999) is the arrangement period for an electronic government:
• Connecting government departments and administrations with the intranet
• Undertaking pilot projects
• Sharing key public data, etc
